The European Union (EU) has extended the mandate of its training mission in Mozambique until June 30, 2026. The mission, known as the EU Training Mission Mozambique (EUTM Mozambique), was established in July 2021 to train and support the Mozambican armed forces in protecting the civilian population and restoring safety and security in the Cabo Delgado province. The EU has allocated over €14 million to the mission, which will transition from a training to an assistance model. As of September 1, 2024, the mission will be renamed the EU Military Assistance Mission Mozambique (EUMAM Mozambique). EUMAM Mozambique will focus on advising, mentoring, and providing specialized training to the units of the Mozambican armed forces' Quick Reaction Force (QRF). The training will cover areas such as counter-terrorism, the protection of civilians, and compliance with international humanitarian and human rights law [053529b9].
This extension of the EU training mission's mandate reflects the EU's commitment to supporting Mozambique in addressing the security challenges in the Cabo Delgado province. By transitioning to an assistance model, the EU aims to provide more comprehensive support to the Mozambican armed forces and enhance their capacity to ensure the safety and security of the civilian population. The specialized training provided by EUMAM Mozambique will equip the units of the QRF with the necessary skills and knowledge to effectively respond to security threats and protect civilians. The EU's continued engagement in Mozambique demonstrates its dedication to promoting peace and stability in the region [053529b9].
In addition to its mission in Mozambique, the EU is also actively assisting Ukraine in police and justice reform. The European Union Advisory Mission for Civilian Sector Reform Ukraine (EUAM Ukraine) was established in 2014 to help reform the law enforcement procedures in Ukraine after the Revolution of Dignity. The mission advises the Ukrainian Ministry of Internal Affairs and the National Police in the development of new security procedures and the implementation of new rules in the investigation and law enforcement system. EUAM prioritizes advisory efforts based on Ukraine's Overarching Strategy for Reform of the Entire Law Enforcement Sector 2023-2027, focusing on enhancing operational efficiency, legal and procedural reforms, and the integration of digital technologies. EUAM also supports Ukraine in improving Integrated Border Management, combating organized crime, and investigating and prosecuting international crimes. The mission measures the effectiveness of its advisory activities by assessing public trust in Ukrainian police and security bodies through surveys. EUAM also contributes to the reform of Ukraine's security and intelligence agencies, including establishing democratic oversight. The mission provides support and assistance to territories liberated from Russian occupation, including training programs, equipment donations, and capacity building. EUAM has successfully contributed to the reform of the National Police, prosecutorial reform, and the establishment of the State Bureau of Investigations. The mission remains committed to supporting stabilization efforts, addressing international crimes accountability, and providing practical support and advice to Ukraine's ongoing reform processes, EU integration, and post-conflict recovery [f562716f].
The mandate of the UN expert mechanism on racism in law enforcement is up for renewal at the upcoming session of the UN Human Rights Council. Civil society organizations and individuals affected by racialized police violence are calling for the mandate to be strengthened and renewed. The UN Expert Mechanism to Advance Racial Justice and Equality in the Context of Law Enforcement (EMLER) was created in 2021 following the killing of George Floyd. The experts promote and protect the rights of Africans and people of African descent against excessive use of force and human rights violations by law enforcement officers. They have conducted visits to countries, intervened in specific cases of police violence, and highlighted the need for governments to collect disaggregated data on race and ethnicity by police. The global Black Lives Matter movement has called for an end to systemic racism within law enforcement and accountability for victims. Renewing the mandate of the EMLER experts would demonstrate the Human Rights Council's commitment to addressing systemic racism and protecting the lives of Africans and people of African descent [44a3dddf].
